In bowl, microwae broccoli rabe, garlic and 2 Tbsp. olive oil, covered for 4 minutes. Season with salt & pepper
In a non-stick skillet, heat 1 Tbsp. oil over high heat. Season scallops; cook 2 minutes per side.
In bowl, whisk zest and juice with remaining oil and season with salt and pepper.
Drizzle over broccoli rabe and scallops. Serve.
