Instructions
  1. Cook beans in boiling water about 3 minutes (tender crisp). Drain and plunge into ice water 9this will stop cooking process and keep the bright green color). Drain water. Put in a medium bowl and add bell pepper. Combine remaining ingredients and whisk. Drizzle vinaigrette over beans and toss to coat.
