Preheat oven to 300 degrees. Put sunflower seeds and ¼ tsp of salt on rimmed baking sheet and mix together. Toast seeds about 10 minutes. Cool.
Mix skim milk and vinegar together and let stand for 10 minutes. (This makes buttermilk)
Combine yogurt, buttermilk, lemon juice, mayo, mustard and ½ tsp. salt and pepper. Whisk until smooth.
Mix the dressing with the broccoli slaw and carrots. Serve.
